The Electric Distribution Companies (“EDC”) announced today that they have successfully concluded negotiations and executed long-term contracts with Central Maine Power Company and HQ Energy Services (US) Inc. for the New England Clean Energy Connect 100% Hydro project (“NECEC Hydro”), which was selected pursuant to the Section 83D Procurement. The EDC will be seeking approval from the Massachusetts Department of Public Utilities for the executed long-term contracts and will be making a filing in the coming weeks.

The Distribution Companies and Department of Energy Resources Have Completed the Evaluation of 83C Bids Received
The Distribution Companies and Department of Energy Resources have completed the evaluation of bids received in response to the Section 83C Offshore Wind Energy Generation request for proposals (“Section 83C RFP”). The bid evaluation process included monitoring and assistance by an Independent Evaluator. The Distribution Companies have already contacted all bidders regarding their proposals under the Section 83C RFP.
Vineyard Wind was determined to be the winning bidder by the Distribution Companies. The Vineyard Wind Bid 2 (800MW) connecting with a generator lead line is the selected bid, which represents a purchase of approximately 800 megawatts of Offshore Wind Energy Generation for the Commonwealth’s electric customers. The final acceptance of the bid and the award of a contract is conditional upon the successful negotiation of the contract and required regulatory approval at the Massachusetts Department of Public Utilities, as provided in the Section 83C RFP.
83D Update on Negotiation Status
On April 25, 2018, the Distribution Companies informed the Department of Public Utilities that the Distribution Companies are in the final stages of contract negotiation pursuant to Section 83D of the Green Communities Act, as added by Chapter 188 of the Acts of 2016, An Act to Promote Energy Diversity.
83C Update on Project Selection
A notification has been filed with the Massachusetts Department of Public Utilities extending the date for “Selection of Projects for Negotiation” to May 23, 2018. The date for submission of contracts for DPU approval (July 31, 2018) is expected to remain the same, therefore the period for negotiation and execution of contracts would be between May 23, 2018 and July 2, 2018.

The Electric Distributions Companies (“EDCs”) have terminated the conditional selection of the Northern Pass Hydro project (“NPT Hydro”). The EDCs are in the process of concluding contract negotiations with the New England Clean Energy Connect 100% Hydro project (“NECEC Hydro”) and intend to execute agreements with NECEC Hydro for submittal to the Department of Public Utilities, assuming negotiations are concluded successfully.
