DOER and the Distribution Companies have made a joint Informational Filing at the DPU to notify the Department that they are extending the Bid Submission Date and subsequent solicitation schedule dates for the 83E Round 2 solicitation. Bids are now due on October 8, 2026 at 12:00pm EDT. This extension is intended to allow for additional time for bidders to develop their bids. The Evaluation Team has reviewed the bidder questions, and considered the quantity and content, as well as continued requests past the deadlines in making this determination. The Evaluation Team will continue to respond to questions received prior to the August 20, 2026 deadline and plans to publish the responses by September 10, 2026. DOER and the Distribution Companies believe that revising the solicitation schedule for the Section 83E Round II RFP to account for this ongoing process is crucial to encouraging the development of the strongest, most cost-effective bids for the benefit of Massachusetts ratepayers.

Bidders are required to request a ShareFile URL by emailing marfp83E@gmail.com by the revised deadline of October 2, 2026. Please note any bidders requesting a ShareFile URL after October 2, 2026 will not receive one and will be unable to submit proposals in Round 2.

The Massachusetts Electric Distribution companies, in coordination with the Massachusetts Department of Energy Resources, are issuing an RFP for Long-term Contracts for Energy Storage Systems and associated Environmental Attributes pursuant to Section 83E of Chapter 169 of the Acts of 2008 (“Section 83E”), as amended by chapter 188 of the acts of 2016, and as further amended by section 98 of chapter 239 of the Acts of 2024. The Distribution Companies are seeking to procure approximately 1,000 MW of Mid Duration Energy Storage Systems. This solicitation includes a 250-300 MW procurement target for Distribution Projects. This is the second solicitation pursuant to Section 83E and it is part of a staggered procurement schedule developed by DOER, in coordination with the Distribution Companies, in accordance with the authority granted to DOER.

The RFP Drafting Parties have issued draft guidance and stakeholder questions regarding participation of distribution-connected energy storage systems in the Round 2 procurement and subsequent Section 83E solicitations. In issuing this announcement, the Joint Petitioners are seeking stakeholder feedback on the draft guidance, including on the eligibility criteria and project sizes in order to inform the Round 2 RFP. Responses to stakeholder questions will help inform the RFP Drafting Team about including distribution-connected projects in future Section 83E solicitations.
