Request for Public Comment on DRAFT Request for Proposals for Long-Term Contracts for Offshore Wind Energy Projects

The drafting team, consisting of the Distribution Companies and DOER in consultation with the Attorney General’s Office and overseen by an Independent Evaluator, is seeking public comment on this draft Request For Proposal (referred to as “draft RFP” or “RFP”). This draft RFP for which public comment is sought includes the main RFP text and selected appendices; all other appendices, including the Bidder Response Form, are still being developed.  The draft RFP is presented in both a “clean” version and a “redline” version that shows changes against the prior solicitation issued in the 83C Round 2 solicitation on May 23, 2019. Stakeholders are invited to submit written comments via email to MARFP83C@gmail.com by Tuesday, February 23, 2021 at 5pmStakeholders are welcome to comment on any aspect of the draft RFP regardless of whether they have been modified since Round 2.

The RFP drafting team will publish all stakeholder comments received in response to this request at the website MACleanEnergy.com. The RFP drafting team will review all stakeholder comments received and may make responsive changes prior to submitting the RFP to the Department of Public Utilities for approval pursuant to Section 83C.

Please note that the draft RFP in its entirety, including any appendices, are still under review by the RFP drafting team and subject to change, and this request for comments does not commit the RFP drafting team to either respond to or implement any comments received.

83C II: Long-Term Contracts for the Mayflower Wind 804 MW Project Filed for DPU Approval

The Electric Distribution Companies (“EDCs”) announced that they have filed, on February 10, 2020, long-term contracts with Mayflower Wind Energy LLC for an 804 megawatt offshore wind generation project (“804 MW Low Cost Energy”) for review and approval by the Department of Public Utilities. The Mayflower Wind project was selected pursuant to the Section 83C Round II Procurement. 83C Transmission: DOER and MassCEC hosting a technical conference on Massachusetts Offshore Wind Transmission

DOER and MassCEC are hosting a technical conference on Massachusetts Offshore Wind Transmission in Boston on Tuesday, March 3, 2020.

Registration for the conference will open via Eventbrite at 3pm on Wednesday, February 5, 2020. Space is limited for the conference and registration is being offered on a “first come, first served” basis. Please limit registration to one representative per organization to allow for broad attendance.

83C II: Notice of Contract Execution

On January 13, the Distribution Companies notified the Department and all interested stakeholders that the Distribution Companies and Mayflower Wind executed the final contracts on the evening of January 10, 2020.

The Distribution Companies will submit the contracts to the Department for approval in accordance with Section 83C no later than February 10, 2020. The Distribution Companies note that the final price for energy and environmental attributes under the executed contracts is consistent with the price offered under the selected Mayflower Wind “804 MW Low Cost Energy” proposal. Accordingly, the extension of the contract negotiation period from that initially anticipated under the Request for Proposals for Long-Term Contracts for Offshore Wind Energy Projects will not result in any price increase or delay in the project’s commercial operation date. Further details regarding the terms of the contracts will be provided at the time of filing.
