Section 83C IV Revised CPPD Form Available

The Evaluation Team is providing the following notice of a revised Certification, Project, and Pricing Data (CPPD) Form. The revised CPPD Form has been posted to https://macleanenergy.com/83c-iv/83c-iv-documents/.

In accordance with the 83C IV RFP for Long-term Contracts for Offshore Wind Energy Projects, prospective bidders were allowed to submit written questions to the Evaluation Team pertaining to the solicitation. The Evaluation Team has posted responses to a batch of questions that relate to the revised CPPD Form. Please find the responses at the 83C IV Q&A page.

The Massachusetts Evaluation Team received Prospective Bidder questions related to Multi-State Bids pursuant to the Offshore Wind Multi-State Coordination Memorandum of Understanding (MOU). Prospective Bidders with remaining questions regarding Multi-State Bids, including clarifying questions regarding the Multi-State Proposal Form, had the opportunity to submit questions to either Rhode Island Energy or Connecticut DEEP.  As noted in the issuance of the Multi-State Proposal Form, the Parties to the MOU coordinated on the responses to bidder questions related to Multi-State Bids. The responses have been posted on Rhode Island Energy’s 2023 OSW RFP Q&A website (https://ricleanenergyrfp.com/2023-osw-rfp/2023-osw-rfp-qa/) and Connecticut DEEP’s Energy Filings website under 2023 Offshore Wind Procurement, Frequently Asked Questions (https://www.dpuc.state.ct.us/DEEPEnergy.nsf/$EnergyView?OpenForm&Start=1&Count=30&Expand=2.2&Seq=4).

83C IV Inflation Adjustment Initial Index Values Available

The Petitioners have posted the Initial Values for the indices of the 83C Round IV Indexing Adjustment Mechanism. On September 29, 2023, the Request for Proposal (RFP) Drafting Parties made an Informational Filing at the DPU describing the finalized Indexing Adjustment Mechanism. This Informational Filing describes the purpose of the Indexing Adjustment Mechanism, the process by which the Petitioners arrived at the Indexing Adjustment Mechanism, and how the Indexing Adjustment Mechanism will be implemented as an option in the RFP.

Section 83C IV RFP: Updated Appendix I Available

The Evaluation Team is providing the following notice regarding the Section 83CIV Request for Proposals (RFP) issued August 30, 2023: Section 2.2.1.11 of the RFP states that the study requirements in Appendix I may be modified due to changes in the status of existing clean energy contracts during the bid development period. To reflect changes in the status of offshore wind power purchase agreements since RFP issuance, the evaluation team has updated the study requirements in Appendix I. The updated Appendix I, including clean and redline versions, has been posted to https://macleanenergy.com/83c-iv/83c-iv-documents/. Bidders must provide analysis that aligns with the updated requirements. 

Section 83CIV RFP Update on GIP Alternative Bids

The Evaluation Team is providing the following notice regarding the Section 83CIV Request for Proposals (RFP) issued August 30, 2023:  On October 18, 2023, the U.S. Department of Energy announced a first round of project awards under the Grid Innovation Program (GIP), which is outlined in Section 40103(b) of the 2021 Bipartisan Infrastructure Law. As outlined in Section 2.2.1.10 of the Section 83CIV RFP, DOER submitted, individually and in coordination with other states, applications to the GIP program which were not selected for these initial funding awards. The Section 83CIV RFP describes “GIP Alternative Bids” which bidders could propose to leverage the transmission upgrades submitted by DOER for GIP funding. Following the award announcement, and to provide timely notice to bidders, the Evaluation Team is notifying prospective bidders that GIP Alternative Bids will no longer be considered under the Section 83CIV RFP. Further details will be provided in forthcoming responses to Prospective Bidder Questions received on October 17, 2023. Additionally, consistent with RFP Section 2.2.1.4 (h), Bidders must address in their proposals how they would consider the Distribution Companies’ customers in the event of the availability or receipt of any tax credit or other government grant or subsidy not contemplated in their proposals.

Eligible Bidders are welcome to contact transmission owners as they develop interconnection proposals for their projects.
