Section 83C IV RFP: Responses to Bidder Questions – Batch 5

In accordance with the 83C IV RFP for Long-term Contracts for Offshore Wind Energy Projects, prospective bidders were allowed to submit written questions to the Evaluation Team pertaining to the solicitation. All questions were to be submitted to the Evaluation Team at maRFP83C@gmail.com no later than October 17, 2023

SECTION 83C IV: Revised Indexing Adjustment Mechanism Timeline

DOER and the Distribution Companies have made a joint Informational Filing at the DPU to revise the Indexing Adjustment Mechanism to be consistent with the extended Bid Submission Date. The revised Indexing Adjustment Mechanism updates the initial index values, which will be published as soon as possible and updated no later than February 29, 2024.

Section 83C IV: Extension Of Deadline For Request For A Bid-specific ShareFile URL

DOER and the Distribution Companies notified Bidders that they are extending the Bid Submission Date and subsequent solicitation schedule dates for the 83C Round IV solicitation. Consistent with the extension of the Bid Submission date by 56 days, the deadline to submit a request for a bid-specific ShareFile URL to submit confidential and public bid packages is also extended 56 days to March 11, 2024.

Each bidder should, by March 11, 2024, submit an email to marfp83C@gmail.com requesting a bid-specific ShareFile URL to use to submit both the confidential and public bid packages. Bidders should follow the other bid submittal instructions as outlined in Appendix H, this notice is only to provide an update to the deadline for requesting a bid-specific ShareFile URL. Bidders who have already requested a bid-specific ShareFile URL need not make another request; the initial URL will remain functional. 

Section 83C IV: Extension of Bid Submission Date

DOER and the Distribution Companies have made a joint Informational Filing at the DPU to notify the Department that they are extending the Bid Submission Date and subsequent solicitation schedule dates for the 83C Round IV solicitation. Bids are now due on March 27, 2024 at 12:00pm. Pursuant to an memorandum of agreement between Massachusetts, Connecticut and Rhode Island and consistent with similar schedule extensions in each respective offshore wind RFP schedule, the schedule for the receipt of Multi-State Bids is extended as well. This extension is intended to allow for the possibility of further guidance from the IRS regarding key tax credits that are available to offshore wind projects, including the Energy Communities 10 percent bonus.

Section 83C IV Revised CPPD Form Available

The Evaluation Team is providing the following notice of a revised Certification, Project, and Pricing Data (CPPD) Form. The revised CPPD Form has been posted to https://macleanenergy.com/83c-iv/83c-iv-documents/.

In accordance with the 83C IV RFP for Long-term Contracts for Offshore Wind Energy Projects, prospective bidders were allowed to submit written questions to the Evaluation Team pertaining to the solicitation. The Massachusetts Evaluation Team received Prospective Bidder questions related to Multi-State Bids pursuant to the Offshore Wind Multi-State Coordination Memorandum of Understanding (MOU). Prospective Bidders with remaining questions regarding Multi-State Bids, including clarifying questions regarding the Multi-State Proposal Form, had the opportunity to submit questions to either Rhode Island Energy or Connecticut DEEP.  As noted in the issuance of the Multi-State Proposal Form, the Parties to the MOU coordinated on the responses to bidder questions related to Multi-State Bids.
