The Petitioners have posted the Initial Index Values to be utilized in the Indexing Adjustment Mechanism for any Indexed Price Bid – an optional alternative price proposal as defined per Section 2.2.1.5 of the RFP and further defined in the Informational Filing. As noted in the Informational Filing, some indices published by the U.S. Bureau of Labor Statistics (BLS) are subject to revision for up to four months after original publication, the Petitioners will provide updates to the values in the Table below no later than February 29, 2024.

DOER and the Distribution Companies have made a joint Informational Filing at the DPU to revise the Indexing Adjustment Mechanism to be consistent with the extended Bid Submission Date. The revised Indexing Adjustment Mechanism updates the initial index values, which will be published as soon as possible and updated no later than February 29, 2024. The Request for Proposal (RFP) Drafting Parties have made an Informational Filing at the DPU describing the finalized Indexing Adjustment Mechanism on September 29, 2023. This Informational Filing describes the purpose of the Indexing Adjustment Mechanism, the process by which the Petitioners arrived at the Indexing Adjustment Mechanism, and how the Indexing Adjustment Mechanism will be implemented as an option in the RFP.

On August 25, 2023, the Request for Proposal (RFP) Drafting Parties issued a Request for Information (RFI) on the Indexing Adjustment Mechanism pursuant to Section 2.2.1.5 of the proposed 83C Round 4 RFP. On August 23, 2023, the Department approved the timetable and method for solicitation found in the RFP, including the proposed Indexing Adjustment (as defined in the RFP).
The interested parties and stakeholders were invited to provide comments in response to the questions in the linked RFI below. Please note that the RFP Drafting Parties will consider comments in developing the mechanism but not otherwise respond to comments received.

All comments were due via email to Austin Dawson (Rates and Supply Analyst at DOER) via email to Austin.Dawson@mass.gov, no later than 5:00pm on September 5, 2023. “83C Round 4 Indexation Adjustment Comments” and the name of the individual or organization submitting comments were included in the subject line.
